Subject: [PATCH] tools: limit checkout for lint-js-and-md

Exclude OpenSSL and V8 files outside deps/v8/include from the JS/MD
lint checkout. Keep the V8 headers for Markdown link validation and
include all other paths by default.

This reduces the tracked checkout size by about 429 MiB without
changing the runner or lint targets.
