Bumps setup-soldr pins older than v0.9.81 (dfbe962 (pre-v0.9.81, 5 sites) and 67ed401 (check-windows.yml)) to v0.9.86 at full SHA b782f606a2f3beadc35b9e3bf5b4565e005f52ed. Pins older than v0.9.81 never save Dylint caches (forge-ci/ci.yml#31). Pins that float at @v0/@main are unchanged.

Only workflow pins change, so hosted CI is the verification. fbuild's local-gate.toml is an optional shadow gate, so I didn't run it for this change. The 6bf04d4 canary pins in check-ubuntu.yml are already past v0.9.81, so I left them alone.
