Every run warns: "Node.js 20 is deprecated. The following actions target Node.js 20 … actions/checkout@v4, actions/setup-go@v5."

This PR bumps actions/checkout v4 → v5 and actions/setup-go v5 → v6 in ci.yml, regen.yml and release.yml. I checked both new majors' action.yml: they declare using: node24, and the inputs these workflows pass (fetch-depth, go-version, cache) are unchanged. peter-evans/create-pull-request@v7 and goreleaser-action@v6 didn't appear in the warning, so they stay as they are.

This changes workflows only, so it doesn't need a release. CI on this PR exercises the new ci.yml. regen and release get exercised on their next runs.

Runs warn that actions/checkout@v4 and actions/setup-go@v5 target the
deprecated Node 20 runtime. checkout@v5 and setup-go@v6 run on Node 24;
the inputs used here (fetch-depth, go-version, cache) are unchanged.

Maintainer review of a77f770. I'm leaving a COMMENT review because GitHub doesn't let this account approve its own PR. The diff only bumps action versions. Harness static and smoke checks pass, with no surface diff. CI is green on ubuntu, macos and windows, plus verify-generated, all running on the new actions. Merging.
