downloaded is stored internally in the code, but the URL was changed. Without an
update to this release of reuse or without a patch, reuse download will not

• Drastically improved the performance of reuse lint-file when using a large
  set of arguments. (#​1295)
• Fixed the internally stored URL for downloading licenses from
  spdx/license-list-data. Without
  this update or without a patch, reuse download is broken. (#​1384)
• ReuseTOML.from_toml no longer exposes tomlkit's style-preserving objects.
  The values parsed from a REUSE.toml file are now plain Python objects. This
  raises the minimum required version of tomlkit to 0.11.7. (#​1368)
• If a copyright notice contains only a year (e.g. Copyright 2017), the tool
  will no longer fail to parse this. It is not technically compliant with the
  REUSE spec to include no author, but the parsing shouldn't fail. (#​1306)
• Fixed two corner cases of parsing year ranges in copyright notices that could
  cause unintended errors. These errors occurred when there was too much spacing
  inside of a year range (e.g. © 2017 - 2020 Jane Doe, with more than one
  space preceding and/or succeeding the separator) or when there wasn't spacing
  following the comma after a year range (e.g. © 2017-2020,Jane Doe). (#​1278)
• The .whl is now published without any specific Python, operating system, or
  architecture tags. It should work in any supported Python environment. (#​1394)
