Which issue does this PR close?

Note: this is a testing PR and is NOT intended to be merged. It pins DataFusion to the 60.1.0 release candidate commit to find any correctness or performance problems before the release is published.

Rationale for this change

I am testing as part of preparing for the arrow release

What changes are included in this PR?

  • Add a [patch.crates-io] section pinning all arrow/parquet crates to Update version to 60.1.0 and add CHANGELOG arrow-rs#11750 (commit ad3ac04ae3457499f1607aee79fe71c31f4002e3, fetched from my fork so the pin stays stable)
  • Cargo.lock update (only the arrow/parquet entries change, now 60.1.0)

What is the testing strategy for this PR?

Update tests for arrow-rs main behavior changes

* `interleave` no longer repeats a shared data buffer for byte view arrays
  (apache/arrow-rs#11281), so the spill `compact_view_array` tests build
  the repeated-buffer array by hand
* Casting a naive timestamp to a named time zone now resolves DST-ambiguous
  and nonexistent local times like PostgreSQL instead of erroring
  (apache/arrow-rs#11038): update `timestamps_timezone.slt`

Update spill metric byte counts for arrow-rs 60.1.0 IPC writer
da4fcd4 
Arrays without nulls now take 8 fewer bytes each in the spill files
(likely apache/arrow-rs#11694), so the hard-coded spilled_bytes
expectations in the spill tests change accordingly.

## Which issue does this PR close?

- Related to apache/arrow-rs#10525
- replaces / closes apache#26543

## Rationale for this change

Update to the latest arrow/parquet release, `60.1.0`. See the upstream
[CHANGELOG](https://github.com/apache/arrow-rs/blob/60.1.0/CHANGELOG.md)
for details.

## What changes are included in this PR?

1. Update to arrow/parquet `60.1.0`
2. Adjust code for upstream API differences (see inline comments)
3. Update test expectations for upstream behavior changes

## What is the testing strategy for this PR?

Existing CI. This release candidate was also tested in apache#26543.

## Are there any user-facing changes?

New dependency versions.
