Allow users to configure the shift+enter keybind to behave as submit rather than newline #5291

Describe the feature or problem you'd like to solve
I would like to swap the behavior of the shift+enter keybind. I would rather the default for enter to be a new line and shift enter for submit.
Proposed solution
To give more flexibility to configure newline behavior.
