Copilot needs to summarize issue/plan in detail before asking question to user. #5294

Describe the bug

Right now a sentence is asked with options. Which is very vague I have to always ask it to summarize.

I would need it to do like this.
Summary above and question below style.

Image

Right now it's a bit of a mixed bag. I often have to explicitly tell Copilot by selecting the "other" option and ask it to first summarize its understanding before asking a question.

The main issue is that many of the questions are too vague, making it hard to understand the current context or what Copilot is trying to do. Even questions with couple lines are sometimes unclear because they don't explain the issue, current understanding, or next step.

Steps to reproduce the behavior

Use copilot normally while doing some tasks.

Expected behavior

A better approach would be:

Summarize the current understanding of the issue/plan/todo in chat.
Then bring the question to the user.

This would make the conversation much easier to follow and reduce confusion when Copilot needs additional input.
