feat(settings): Chat & Voice tab with voice settings - #64

Conversation
The chat tab becomes Chat & Voice. Beside global chat it stores two voice settings in service-social (party voice: join the party's voice group automatically; voice hints: the line above the hotbar) and shows where the player's voice is. plugin-voice registers VoiceSettings: the menu reads the voice status from it and tells it about a saved change, so this server applies it at once; other servers read the settings at join. A server without voice chat has no VoiceSettings and the row says so.
Per use, like the lobby's hooks: modules install in no declared order.

The chat tab becomes Chat & Voice (62 px, fits the rail button in every language):
VoiceSettings(common): plugin-voice registers it; the Minestom module reads it per use, gets the status from it and tells it about a saved change so the current server applies it at once. Other servers read the settings at join (plugin-voice).GET/PUT /v1/social/players/{id}/voice/settings(groundsgg/service-social#36). Deploy service-social first: the menu reads every setting on open and a 404 would make it unavailable.
