Adds KAL_SPAWN_ONE_STRING and KAL_PROCESS_PROP_ONE_STRING (clause 7.6, entry 39).

In an environment that gives a program one string, the first element is quoted as usual and the others are joined after it as they are. That is what the command interpreter's /c needs to receive a command that contains quotation marks. An environment that gives a program a vector answers kal_err_not_supported.

Additive only: existing implementations already refuse unknown flags, which is the required answer for them. Conformance observes the refusal on implementations that do not claim the position. The version header, manifest and README are 0.17.1.

…program receives one string

A program running a person's command through the command interpreter of an
environment that passes one string could not give it the command: the quoting
that recovers a vector put escapes the interpreter does not read into every
command with a quotation mark (clause 7.6, entry 39).
