Summary
Add the English and Chinese 2.5.1 release notes for console login options, Agent caller attribution, login completion, and credential refresh.
All seven package manifests and eight first-party Skill versions are already 2.5.1 on main. Skill asset regeneration produced no additional changes, so this PR changes only the two changelogs.
