build(CI): prepare Promote for npm trusted publishing - #12695
What: Prepares the Promote workflow to use npm trusted publishing through GitHub Actions OIDC as part of FELT-143.
Depends on #12694; merge that PR first, as this change relies on its Lerna upgrade and provenance metadata fix.
Implementation
Grant the Promote deploy job contents: read and id-token: write.
Install [email protected] before running the promotion script, matching the prerelease workflow and retaining Node 22.
Remove NPM_TOKEN from the workflow and token-based .npmrc creation from the script.
Add set -e so command failures stop the script and fail the job.
Existing promotion process
Repository history shows that maintainers switch between stable publication and next-prerelease preparation by commenting/uncommenting the relevant Lerna commands.
This PR preserves that process:
The stable publication command targeting npm’s latest tag remains commented out.
The command preparing the next prerelease cycle remains active.
The optional patternfly-version dependency-update code remains commented out.
This PR prepares authentication; it does not enable stable publication.
npm configuration and timing
Before publishing through Promote, configure an additional trusted publisher on each of the 11 public packages: the ten @patternfly/react-* packages and eslint-plugin-patternfly-react.
Use:
GitHub organization:patternfly
Repository:patternfly-react
Workflow filename:promote.yml
Environment: blank
Allow npm publish: enabled
npm requires the first successful publication through each new trusted-publisher entry within two days. This window applies separately to the promote.yml entry, even when the same package has already published prereleases through its release.yml entry.
Running the version-only preparation command does not validate a trusted publisher because it does not publish to npm.
Configure the promote.yml entries close to the first stable publication, rather than during PR review. They are not required merely to merge this authentication preparation.
Testing
Workflow YAML and configuration assertions passed, including OIDC permissions, npm setup ordering, and retained GitHub authentication.
With stable publication enabled only in the test harness, mocked success passed and publication failure stopped subsequent versioning.
Verified the script neither creates nor overwrites .npmrc.
No real publication, version changes, commits, tags, or pushes were performed during testing. Actual Promote OIDC publication remains to be verified at release time.
Additional issues: Prerelease trusted publishing is covered by #12694.
Summary by CodeRabbit
Chores
Release and promotion workflows now stop when publishing fails and provide an error message.
Updated release tooling and workspace configuration to support the current build and publishing setup.
Improved handling of generated workspace files and package repository metadata.
The release and promotion automation now installs npm 11.21.0, sets explicit GitHub Actions permissions, and omits NPM_TOKEN. The scripts update failure handling. The changes also update Lerna, workspace ignore rules, and package repository metadata.

Summary
Package and workspace setup package.json, .gitignore, .prettierignore, packages/react-styles/package.json
The root Lerna version changes to ^9.0.7. Ignore rules exclude Nx workspace data, and react-styles gains Git repository metadata.
Release and promotion workflow configuration .github/workflows/promote.yml, .github/workflows/release.yml
Both deploy jobs grant contents: read and id-token: write. They install npm 11.21.1 and print runtime versions. The deployment steps no longer receive NPM_TOKEN.
Release and promotion script behavior .github/promote.sh, .github/release.sh
The scripts no longer write NPM_TOKEN to ~/.npmrc. The promotion script enables exit-on-error. The release script exits with status 1 and prints Failed lerna publish if the publish pipeline fails.
patternfly/patternfly-react#12694: Updates the prerelease workflow for trusted publishing. This PR makes related authentication and workflow changes for promotion.

Merge Risk: Low · up to fb1fd
This PR moves release and promotion workflows to npm trusted publishing and removes the long-lived npm token. The OIDC publishing permission is granted for the whole job, so it is also available while dependencies are installed. A compromised dependency could use it if a trusted publisher is configured. This is a bounded hardening concern that can be followed up by separating install/build from publishing.

Keep npm publishing permission out of dependency installation.
If a compromised dependency runs a lifecycle script during setup-project’s yarn install --immutable, it can request an OIDC token before .github/release.sh starts. With a trusted publisher configured for release.yml, that code can use the workflow’s publishing identity. The same job-level exposure exists in promote.yml when its trusted publisher is configured. Install and build in a job without id-token: write, then grant the permission to an isolated publishing job. GitHub makes OIDC requests available to steps in a permitted job, and npm accepts that identity for trusted publishing. (raw.githubusercontent.com)
Based on learnings: flag dependency lifecycle scripts when OIDC-token access is available during installation.
