windows.php.net now ships rebuilt binaries with a build number (php-8.5.12-1-Win32-vs17-x64.zip, same for the devel pack) and removed the original archives, so Build Windows release fails on main at "Download PHP". This blocks the 1.13.4 release.

  • Match the optional -N suffix and pick the highest build of the latest version.
  • Download the PHP and devel archives with that suffix. PHP_VERSION stays 8.5.12, so the embedded version string doesn't change.
  • Use the directory extracted from the devel pack instead of rebuilding its name, since the suffix may or may not appear in it.

windows.php.net now ships rebuilt binaries as php-8.5.12-1-Win32-vs17-x64.zip
and removed the original archives, so the Windows build failed to find PHP.
