The bot runs on a single interpreter, the one in the Dockerfile, so the test matrix only needs the version the image is moving to and the one after it. Python 3.13 entered security-only mode on 2026-10-01 and 3.11 and 3.12 were already there, so stop testing on them. The Dockerfile moves to Python 3.15 in python#751 (Remove Heroku leftovers).

The bot runs on a single interpreter, the one in the Dockerfile, so the test matrix only needs the version the image runs on, the previous one as a fallback, and the next one once it exists. Python 3.13 entered security-only mode on 2026-10-01, and 3.11 and 3.12 were already there.
python:3.15-slimin Remove Heroku leftovers #751, so this change only touches the CI matrix and the tox envlist and merges independently of it.The test suite passes on 3.14 and 3.15.
This deliberately changes the approach from the recent "drop EOL versions" PRs: for a deployed app, versions in security-only mode that the image never runs on add CI time without telling us anything.
