Adds removal of the deprecated third $case_insensitive parameter of define() to the php86 set, via RemoveFuncCallArgRector.

PHP 8.6 deprecates passing $case_insensitive to define() at all. Case-insensitive constants were deprecated in 7.3 and passing true has errored since 8.0, so the parameter is now vestigial.

define('FOO', 'bar', false);

becomes

define('FOO', 'bar');
