Bump mkdocs to 1.6.1 and mkdocs-material to 9.7.7 - #12130
mkdocs-material 9.7.7 requires mkdocs>=1.6,<2, but requirements.txt pins mkdocs==1.3.0. Bumping only mkdocs-material (as #12062 does) makes pip install -r requirements.txt fail with ResolutionImpossible, which is why the Netlify deploy preview fails there. This PR bumps both together.
Verified locally: mkdocs build of the current docs succeeds with mkdocs 1.6.1 and mkdocs-material 9.7.7 on Python 3.12+ (the docs Python version since #12109).
Updated the tooling used to build and preview project documentation. This maintenance does not change application features or user-facing behavior, and the existing documentation content and workflow remain in place.
The documentation dependency bump is consistent and resolves the mkdocs version requirement. A minor hardening item remains: add a certifi lower bound so docs build environments do not keep a vulnerable TLS trust bundle. This is bounded and not merge-blocking.

mkdocs-codeinclude-plugin, and mkdocs-material to directly constrain certifi to
version 2026.10.19 or later, so dependency installation resolves to a version
meeting that minimum.
