Keep the publish identity out of dependency setup.

id-token: write applies to the whole deploy job. The earlier yarn install --immutable step runs the root postinstall script. If code executed during setup is compromised, it can request the same OIDC identity used to publish the trusted packages. Move setup and build to a job without id-token: write, then publish prepared artifacts in a separate job. (raw.githubusercontent.com)
